The “Plan” proposes that by 2025, through the implementation of energy conservation and carbon reduction actions, the proportion of production capacity that reaches the benchmark level of energy efficiency in the first batch of key areas of high energy-consuming industries will reach 100%, and the proportion of production capacity that has reached the benchmark level of energy efficiency will reach 30% as a whole.

There are 8 key tasks identified in the “Plan”, namely, to identify key areas of high energy-consuming industries; to establish a catalogue of energy efficiency for enterprises; to promote project improvement by classification; to encourage enterprises to implement transformation and upgrading; to promote the withdrawal of backward production capacity in accordance with laws and regulations; Implementation plan for technological transformation; steadily promote technological transformation of enterprises; promote the optimization and adjustment of industrial structure.

In terms of identifying key areas of high energy-consuming industries, the “Plan” proposes to implement step-by-step and orderly promotion of energy conservation and carbon reduction in key industries. Key chemical industry fields, including petroleum, coal and other fuel processing industries (involving five key fields such as oil refining, coal-to-coke, coal-to-methanol, coal-to-olefin, and coal-to-ethylene glycol), chemical raw materials and chemical products manufacturing ( It involves 9 key fields such as caustic soda, soda ash, calcium carbide, ethylene, p-xylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, etc.), non-metallic mineral products industry, etc., a total of 25 key fields in five major industries.

It is strictly forbidden to build new atmospheric and vacuum units below 10 million tons/year, catalytic cracking units below 1.5 million tons/year, continuous reforming (including aromatics extraction) below 1 million tons/year, and hydrocracking units below 1.5 million tons/year. Newly built calcium carbide projects should be replaced with equal or reduced production capacity. Promote the elimination of calcium carbide furnaces and open calcium carbide furnaces with a single furnace capacity of less than 12,500 kVA. Promote the accelerated withdrawal of calcium carbide installations of 100,000 tons/year and below. Eliminate internal combustion calcium carbide furnaces, and guide the voluntary withdrawal of ineffective calcium carbide production capacity that has been suspended for a long time.

In the organic chemical raw material manufacturing industry, it is strictly forbidden to build a new ethylene plant from naphtha cracking with an annual capacity of less than 800,000 tons. Accelerate the phase-out and withdrawal of ethylene plants of 300,000 tons/year and below and single-series paraxylene plants of below 600,000 tons/year.
